How Agencies and Prime Contractors Can Put an SDVOSB Painting Contractor to Work

The federal government sets a goal of awarding at least 5% of prime contract dollars to service-disabled veteran-owned small businesses (SDVOSBs). Prime contractors on federal work carry their own SDVOSB targets in their subcontracting plans. Painting and coatings is one of the most practical scopes for meeting those goals: it is well defined, it shows up on almost every renovation and maintenance project, and it can be awarded cleanly to a qualified specialty contractor.

Here is how that works, and what Top Coat Painting brings to public projects across Tennessee.

What SDVOSB certification means

Since January 1, 2023, the U.S. Small Business Administration has certified SDVOSBs through its Veteran Small Business Certification program (VetCert). Self-certification no longer qualifies a firm for SDVOSB set-aside or sole-source awards. A contracting officer or prime can confirm a firm’s status in SBA’s certification database and in SAM.gov.

Top Coat LLC d/b/a Top Coat Painting is an SBA-certified SDVOSB, and our certification and SAM.gov registration match.

How agencies can use an SDVOSB

  • Set-asides. When market research shows two or more capable SDVOSBs are likely to bid at a fair price, a contracting officer can limit competition to SDVOSBs.
  • Sole-source awards. Within the dollar thresholds and conditions in the Federal Acquisition Regulation, an agency can award directly to a certified SDVOSB.
  • VA “Veterans First.” The Department of Veterans Affairs gives SDVOSBs first priority in its own purchasing.
  • Goal credit. Every dollar awarded to a certified SDVOSB counts toward the agency’s small business goals.

Why it matters to prime contractors

Large prime contractors on federal work negotiate subcontracting plans that include SDVOSB participation goals. Painting and coatings is a natural scope to place with a certified SDVOSB. It has a clear spec section, a defined schedule window, and measurable closeout. Many state, university, and local owners also track veteran-owned participation on their projects, so the same relationship can help a GC well beyond federal work.

What Top Coat brings to a public scope

  • Licensed for the work. Tennessee contractor license #86478 covers BC-11 Painting and Interior Decorating, BC-14 Special Coatings and Waterproofing, and BC-23 Sandblasting.
  • Estimates you can check. We price to Painting Contractors Association (PCA) standards and production rates, and we specify Sherwin-Williams and PPG systems or the products named in your spec.
  • The scopes public owners need. Interior and exterior repaints of administrative buildings, classrooms, barracks, and maintenance facilities; specialty coatings and waterproofing; and abrasive blasting and surface preparation.
  • Crews built for occupied buildings. Phased schedules, after-hours and weekend work, and daily cleanup so facilities stay in service.
  • Regional reach. Based in Greenbrier, serving Middle Tennessee, with crews that travel across the region.
  • Accountability. PCA member and BBB accredited.
