Painting and coatings for federal, state and military facilities

Top Coat is an SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB). We support contracting officers, facility managers and prime contractors on painting, protective coatings and surface preparation requirements, from a single building to multi-facility work.

Our founder served in the U.S. Marine Corps as a drill instructor. That background shows in how we run projects: written procedures, accountable crews, daily reporting, and work closed out the way it was scoped.

How we support government work

SDVOSB set-asides. We’re eligible for SDVOSB set-aside and sole-source opportunities where the contracting office uses them.

Subcontracting for primes. Primes with SDVOSB subcontracting goals can bring us in as the painting and coatings subcontractor. We provide documentation for your subcontracting plan and work under your safety and quality program.

Installation and facility work. We plan for base access, badging, escort requirements and restricted work hours, and we build them into the schedule from the start.

Scopes

  • Interior and exterior repaints of administrative, training and support buildings
  • Occupied-building work, phased by floor or zone
  • Protective and special coatings, sealers and waterproofing (BC-14)
  • Abrasive blasting and surface preparation (BC-23)
  • Division 09 packages for primes on new construction and renovation

How we deliver

Every project follows the same written process: an itemized estimate based on PCA standards, preconstruction submittals and product data, daily progress reports with photos, quality checks at each coat, and a documented closeout. We use Sherwin-Williams and PPG systems, or the product your specification names.
